Governor Cooper issued Executive Order #124 - Prohibiting Utility Shut-Offs, Late Fees, and Re-Connection Fees, and other actions to help affected North Carolinian's. This EO prohibits utilities from terminating services for lack of payment through the end of May, unless extended. It also requires utilities to NOT charge interest or late fees on payments in arrears. Lastly, it establishes a six-month period, at the end of the State of Emergency, to make payment arrangements for any bills in arrears. There are also provisions regarding evictions and foreclosures.

Section 1 C specifically states "No provision in the Executive Order shall be construed as relieving the customer of their obligation to pay bills for receipt of any service covered by this Executive Order."

We encourage you to continue paying your utility bills, even if you can not pay them in full, so as to avoid larger payments in the future.
